This paper presented a hybrid low bitrate error resilient video coding technique for video transmission over the unreliable communication channel such as Internet or wireless environment. The hybrid coding technique combined the embedded zero tree coding algorithm for the scalable wavelet transformation and the standard H.263 video code. Given the available channel bitrate, by reducing I frame size in H.263 stream with wavelet transformation and zero tree coding algorithm, the I refresh frequency could be increased and the scope of error propagation was restrained, and the effect from transmission error to H.263 video stream was reduced. The experiment results showed that the robustness of H.263 against transmission error was improved.
