摘要
为解决公共建设项目中存在的投资三超现象，在项目管理中，应融合发达国家的先进管理经验，尽可能避免行政干预，从而提高公共建设项目的投资效益。
In order to control a runaway increase in investment,we should learn the advancedexperiences of management from developed countries in the process of the management ofconstruction projects and avoid administrative interference,thus raising the investment benefitsof public construction projects.
