土地规模经营应尊重农民权益

Peasants' Rights to Be Respected in Large -scal e Operation of Land

土地规模经营虽然能带来巨大的规模效应,加快农业产业化进程,但在市场经济深入人心和农民的土地承包经营权法律化的今天,不宜大面积尤其是人为(行政化)推行。一方面因为我国农业人口巨大,短期转移困难,同时大规模经营下的土地单产出(单位)低于小规模经营产出;另一方面因为土地的经营权已分散交给了农民,任何单位、个人不得非法干涉。因此只能在充分尊重农民土地权利(物权)的基础上,依靠市场运行机制进行土地规模经营。

While bringing enormous benefits an d hastening industrialization of agriculture,large -scale operation o f land is not fit to be widely,especially administratively,practised,in the present situation of market economy and legalized s ystem of contracted land oper-ation by peasants.The reasons are:f irstly,our agricultural populatio n is large and therefore difficult to be transferred in a short period,and per capita production of large -s cale operation is lower than that of s mall -scale operation;secondly,wi th the right of land operation distributed to the peasants,it woul d be illegal to interfere in their operation.Therefore,large -scale operation of land by means of market operation mechanism can only be carried out on the basis of fully re specting peasants' right of land operation.
