入世使大批国有企业直接面临国际竞争 ,必须科学定位政府职能 ,真正实现政企分开 ,以应对入世带来的机遇和挑战。分析政企不分现象存在的原因及对经济发展的影响 ,提出真正实现政企分开的对策。

The entering of WTO makes the government and large numbers of the state owned enterprises face a worldwide competition. Thus we should quicken the steps of the reform of the government apparatus, set scientifically the limits of the functions and powers of the government and draw a clear line between the duties of the governments and that of the enterprises in order to get prepared for the chances and challenges.
