海船船员管理途径探讨

根据海船船员培训、发证和值班的国际公约 (STCW)、国家及部颁质量管理规则 ,探讨了海员管理的有效途径 ,并结合目前个体零散船员增多的趋势 ,提出了对社会零散船员管理的几点建议。

The paper discusses the effective way of management of the seamen, in light of STCW, stipulates of quality control promulgated by the government. The author also proposes some suggestion for management of the individual seamen in the society.
