摘要
统计数据质量是统计工作的生命线，也是统计发挥其信息、咨询、监督三大职能 的基础。然而一个时期以来，统计数据失实成为社会关注的热点问题，严重地影响着统计职 能的发挥和国家宏观经济决策。本文在对统计数据失实问题进行历史考察的基础上，重点从 体制上对计划经济时期和体制转轨时期统计数据失实的原因进行了分析。
The quality of statistical data is the foundation of its function of information, consultation and monitoring as well as the life of statistics. Howe ver, inaccuracy has for quite some time been the focus of attention and seriousl y impeded the macro economic policies. For this reason, the paper analyzed its c ause from the perspectives of history and system.
