On Liu Shaoqi's Tentative Thinking on Establishing Trust

刘少奇试办托拉斯思想是在研究外国资本主义托拉斯管理经验 ,总结我国 6 0年代初试点托拉斯的经验教训的基础上形成的。主要内容有 :( 1 )按专业化协作化原则改组工业管理体系 ;( 2 )托拉斯试点除工业、交通外 ,还包括商业物资流通领域 ;( 3)试办托拉斯要走产供销相结合、工商一体化的发展之路 ;( 4 )如何对托拉斯进行管理与监督等。试办托拉斯对当时我国生产力结构起了局部调整作用 ,刘少奇试办托拉斯思想对此具有重要的指导意义 ,但以加强“集中统一”为前提 ,未能突破计划经济的高度集中管理的理论框架 。

Liu Shaoqi's tentative thinking on establishing trust was formed on the basis of the study of the trust management expriences of the foreign capitalism and the summarization of the experiences and the lessons of the tentative estabilshment of the trust in our country in the early sixties.It's main content concerns:(1) the industrial management system should be reformed according to speciality cooperation principle;(2)trust experimental units include the field of commerce and material cirulation;(3)tentative establishment of trust should be based on the combination of supply and marketing,industry and commerce;(4)methods should be explored as to how to manage and monitor trust.Tentative establishment of trust had a partially adjusting function to the productivity structure of our country,on which Liu Shanqi's thinking has important guiding significance.However,under the presupposition of'concentrative management',it did not break through the theoretical frame of highly concentrative managoment of planned economy,thus having obvious defects and limitations.
