Utilization of Capital Market to Promote Waterborne Development

长期以来 ,资金不足严重困扰着我国水运事业的发展 ,如何利用资本市场发展水运是文章研究的重点。通过分析现行水运投融资渠道 。

The development of domestic waterborne industry has been heavily blocked for the lack of capital for a long time, so the emphasis of this paper is on how to develop the waterborne industry by handling the capital market. By analyzing the current investment and financing channels of waterborne construction, the paper puts forward the new viewpoint that the government should enhance the macroscopical controlling degree of waterborne infrastructure building and make clear division of responsibilities between the central and the regional main bodies. The paper points out that various kinds of financing channels can be tried, such as capital being negotiable securities, BOT, TOT, ABS and so on and that financing can be achieved by organizing the nationwide port investing company straightly into capital market. Finally, it proposes the new ways to attract foreign businessmen's direct investment to construct the port, the freshwater-route and the waterborne enterprise.
