摘要
公务员的宪法地位是公务员在宪法关系中所享有的权利和义务的综合表现。西方国家公务员宪法地位的确立经历了一个较长的历史时期 ,是西方社会发展的内在要求与必然结果。它具有政治中立 ,职能独立 。
The Constitutional status of public servants is the comprehensive manifestation of their rights and obligations as stipulated in the Constitution. The establishing of the Constitutional status of public servants in Western countries, which was an internal requirement and inevitable result of the development of the Western societies, underwent a rather long period of time and process in history, and share some similar characteristics such as being politically neutral, functionally independent and enjoying long tenure.
