The most distinct features of official documents composition is that they are to be written under orders from above.In this paper the issue is approached from the angle of the controlled degree in official documents composition in an attempt to make a concrete analysis of the basic ways for expressing the contents in official documents so as to tackle the problem,both in theory and in practice,of the nature of their writing under orders from above.
