Thoughts on the poverty alleviation program for rural areas in China

我国农村扶贫工作在取得了重大成就的同时 ,也存在着不容忽视的问题 :以区域发展战略替代扶贫战略 ;过分强调资源开发 ;扶贫对象错位 ;扶贫投资漏出率高等。解决问题的根本方法是 :立足农业 ,实现农业市场化 ;调整扶贫战略。

With more achievements attained on the poverty alleviation program for rural areas in China, there exist some undeniable problems as following: Region development strategy taking place of the poverty alleviation program, overemphasizing resources development ,wrong aid-target and low investment efficiency, etc. The basic measures to solve these problems are to put agriculture into market and to adjust the poverty alleviation strategy.
