全面实施素质教育的关键是加强管理。文章提出了五项基本管理原则:动态性和协调性相结合原则、目标性和“三全性”相结合原则、整体性和合力性相结合原则、民主性和创造性相结合原则、导向性素质教育和动力性素质教育相结合原则。

The article briefly sets forth the importance of strengthening school management, points that the key point of carrying out quality education comprerensvely is to strergthen management. It con-cludes that there exist five regularful, newideaed basic managerial rules, ie. rule of dyramics combined with coordinative characteristic, rule of ohjective character, rule of integration and joining forces, rule of demo-cratic character and creative character, rule of guiding quality education and motive quality education. All the above-mentioned rules are theoretical and workable.
