The paper points out that under the prerequisite of the state ownership of energy and mineral resources, it is the singleness and devastating of the exploitation of resources, the close characteristic of the third-line enterprise system and the disharmonious growth of three kinds of capitals that result in the exploitation but non-development in the west regions of China. To implement the sustainable development of the west regions, it is necessary to quit the 'resources-oriented pattern' but adopt the development patterns for the harmonious growth of 'three capitals'.
