对国企深化改革与加强管理关系的再认识

国企深化改革与加强管理既相互联系 ,又相互区别 ,两者之间目标一致并互相促进 ,但两者的侧重点不同和所涉及的范围不同。在国企改革中加强管理对提高国有企业经济效益具有重要意义 :有利于正确看待企业产权改革 ,有利于解决管理滞后的问题 ,有利于提高国有企业的素质。将企业改革与加强管理相结合的对策是 :深化改革 ,为加强企业管理提供制度性的基础 ;实行两权分离 ,建立科学的法人治理机构 ;转变企业的管理方式 。

The reform and strengthening of management of state-owned enterprises (SOE) are correlated as well as different from each other. While they share the same goal, their focus and the scope involved are different. In the reform of SOE, the strengthening of management is of great importance to the enhancement of their economic results, which is beneficial to the treatment of the reform of enterprise ownership, to the solving of the problem of the management stagnation and to the increasing of the quality of SOE. The measure to combine the SOE reform and strengthening of management is to deepen the reform to provide a system nature foundation for consolidating the SOE management; to implement the separation of two rights to set up a scientific corporate governance structure; to transform the SOE management form to raise the management efficiency.
