西部地区水土流失治理的迫切性及其对策

Urgency and Tactics of Bringing Water Losses and Soil Erosion in the Western District under Control

西部目前仍然是我国水土流失最严重的地区。水土流失对西部经济发展和人们生活造成多方面的危害。本文分析了西部地区水土流失严重的原因，探讨了治理水土流失的各种对策，包括加强江河治理、修建水土保持工程等。重点阐发了森林、草原植被对保水固土的重要作用，尤其是针对当前退耕还林工作中重视经济林而轻生态林的现状，指出必须采取相应措施使经济林和生态林二者兼顾，才能更好地达到水土保持的效果。

The western district has the most serious water losses and soil erosion in our country, which brings great harm to the economy development and people's daily life. This thesis analyses the reason of serious water losses and soil erosion and discusses the tactics to it. It emphas izes the importance of forest and plain vegetation in water and soil conservatio n and points out that we should develop not only economic forest but also ecolo gical forest to conserve water and soil.
