本文从计算机网络技术和电子政务的发展趋势，介绍了机关办公自动化建设工作三个阶段的进程及所面临的机遇和新的挑战。提出了实施办公自动化系统建设中值得注意的几个关键性的问题，并对现代办公自动化系统的理念、特点及设计原则进行了探讨。

From the history of the computer network and electronic government affairs, the authors introduce the three stnges of the construction of office automation and the chance and challenge that it brings about. They also note some critical problems that should be tackled very carefully during the implementation of office automa- tion system. Then they discuss the theoretical conception, characteristics, desigh principles of modern office au- tomation system.
