The technical innovation by Yunnan's enterprises is the key strategic factor in developing Yunnan with the help of science and education, and this needs better financial support. At present, the legal system of the financial investment does not fit their innovation practice. Therefore, reforms should be carried out in the fields of the financial investment management, the system of examination and approval, the investment strategies, the policies and methods of financial investment.
