本文首先探讨了生态建设特殊性、复杂性对融资活动的限制作用。然后明确提出,为克服资金短缺和融资方式稀少,必须加强金融创新,强化生态融资技术和业务的设计、开发,提出生态融资技术和业务设计、开发的三条途径:①强化金融创新,使传统融资的业务、工具、技术对生态融资的作用;②总结推广成功的生态融资方式,顺势设计、开发相应的融资业务和技术;③针对生态建设发展的趋势,设计开发生态融资业务和技术,对可能推广普及和设计开发的生态融资业务技术的类型进行探讨。

By discussing the restraint on financial activities exerted by theparticularity and complexity of ecological construction, this paper suggestedclearly that financial innovation be strengthened, and the design and develop-ment of ecological financing techniques and business be reinforced. In order tosolve the problems of both the shortage of funds and financing approaches, threemethods were suggested for the design and development of ecological financingtechniques and business, i.e., ① financial innovation should be strengthened sothat traditional financing business, tools and techniques could function in eco-logical financing; ②successful experience in ecological financing should be sum-marized and demonstrated so that corresponding business and techniques couldbe designed and developed for ecological financing; ③ in accordance with thedevelopmental tendency of ecological construction, ecological financing businessand techniques should further be designed and developed as well as the prospec-tive types of applied ecological financing business and techniques available fordesigning, tapping and popularizing should be explored as well.
