周恩来作为新中国最高行政长官 ,他日理万机 ,什么都得“管” ,什么都得“理” ,但他仍关心着、惦念着为中国革命做出重要贡献的陕西人民。建国后 ,他先后四次莅陕指导工作。周恩来对发展陕西经济和社会全面进步的有以下卓越思想 :加强经济建设是做好陕西工作的中心环节 ;发展陕西经济应当贯彻“三帮”方针 ;植树造林和发展多种经济是兴陕的方略 ;发扬延安精神 ,是加快陕西发展的特有条件 ;保护和利用文物是陕西经济发展的一大特色 ;

As the supreme executive official of new China who was occupied with an ocean of state affairs, Zhou Enlai was still concerned with the people in Shaanxi who had made significant contributions to Chinese revolution. After the founding of the People's Republic, he made four inspecting tours to Shaanxi successively. Here he instructed about economic development and social advancement in the locality with the following outstanding thoughts of his: the key policy to manage Shaanxi well being to strengthen economic construction; the principle of 'three helps' to be carried out to develop Shaanxi's economy; the best strategy to prosper Shaanxi being to afforest land and diversify economy; the distinctive advantage to accelerate Shaanxi's development being to carry forward the Yan'an Spirit; finally, one of the local specialities for Shaanxi's development being to protect and utilize the relics; and the critical point in developing Shaanxi's economy being to better the Party's leadership and perfect the administrative system
