On the Problem of the Human Resources in the Strategies in Developing Western China

东西部之间的差距不仅仅是物质水平上的差距 ,更重要的是人口素质上的差距 ,是人才上的差距 ,是教育上的差距 ,人力资源的严重不足己成为西部地区特别是少数民族地区发展的最大瓶颈。西部开发应处理好物的开发与人才开发的关系。人力资源开发要重点加快各类教育的发展 ,搞好人才的开发和引进 ,完善人力资源开发的回报机制。

The standpoint in this writing the gap between and western China 1ies not just in the gap of material standard;What's more important is in the gap of the quality of our population,the gap of knowledge,the gap of human resources and the gap of education.The severe inadequacy of human resources has become the biggest bottleneck of western China, especial1y the ethnic minority regions. Development of western China requires to settle well the relation between the development of material and human resources. As regards to the latter,the key task is to accelerate the deve1opmnent various education,do well with the cultivation of human resources and also the repayment system of the introduction and mechanism of human resources.
