“以德治国”是适应历史发展要求的治国方略。以德育人的核心是使受教育者具有社会主义所需要的思想道德素质。把德育放在教育的首位 ,是教育的普遍现象。“德治”是目的 ,“德育”是手段 ,要真正落实“以德治国”的战略思想 ,就必须发挥道德教育的作用 ,通过“育”达到“治”。

Governing the country by the rule of virtue'is the strategy of governing the country to adapt to development of history.The core of cultivating people by the virtue is to make educating workers possess the ideological and moral quality which socialism needs.Placing moral education at the first position of education is the common phenomenon of educaton.The rule of virtue is the goal and moral education is the means.In order to implement the strategy of governing the country by the rule of virtue,we must bring moral education into play and gain 'the rule' by the education.
