The article mainly analyses the effective functions of the Third World governments in three directions. During the course of modernization, the Third World governments should formulate practicable economic developing strategy; bring all interests-groups into line and make social wealth distribute justly; clean up the rotten and set up the honest style of political work. Only in this way, can the Third World make progress on the mad of modernization.
