报刊社的约稿通知是要约邀请 ,对作者不具有法律约束力。《中华人民共和国著作权法》禁止“一稿多投” ,因“一稿多投”造成“一稿多用”的 ,应视情况 。

Notice soliciting contributions of newspapers and periodicals offices is non-firm offer,it has no binding force of law to author.The Copyright Law of the Peoples Republic of China prohibits that one article to be contributed time after time.If one article is adopted repeatedly as a result of being contributed time after time,the author should undertake corresponding responsibility of the law according to the case.
