摘要
1994年通车的上海市内环线高架道路系统有 4 1条上下匝道 ,其地面道路与 72条横向地面道路相交 .定量计算它的增量经济效益是对项目进行经济效益后评价的关键 .内环高架道路系统项目的经济效益计算模型共分四个部分 :交通流量模型 ,高架道路和地面道路车速模型 ,车辆运行成本模型及各项效益的计算模型 .运用上述模型计算出了此项目的运输成本效益、减少车辆拥挤效益、货物和旅客节约时间效益、市中心区和其它各区车公里减少效益及车小时节省效益 .
Shanghai inner ring road system opened to traffic in 1994.It has 41ramps.The ground roads meet 72 traverse-roads.Calculating the increment economic benefits is the key to the national economic post-appraisal of the project.The models calculating the national economic benefits of the project include 4 parts:models of the vehicles volume;models of vehicles speed on elevated roads and ground roads;models of transport cost;models of calculating benefits.In this paper,the benefits including benefits for reducing transport cost,benefits for reducing vehicle crowding,benefits for saving time of goods and passengers,benefits for reducing vehicle-kilometer in central city and other districts of the city,benefits for reducing vehicle-hour in central city and other districts of the city are calculated by using above models.
