摘要
从公益性事业体制改革的实践出发,论述了公益性事业转轨过程中应着重解决的几个问题,包括:1.完善内部机制;2.建立内部成本管理体系;3.建立合理分配原则与分配依据;4.打破常规的用人之道。
Based on the practice of the reform of public welfare enterprises, this paper discusses the several key issues in the reform of public welfare enterprises, which includes to perfect inner institution; to build regulatory regime of cost; to build rational principle and grounds of assignment and to break free from conventions in manpower.
