为落实和实施江泽民同志提出的“以德治国”的治国方略 ,提出并构筑了“以德治国”的法制化模式。“以德治国”的法制化模式 ,关键是建立适应社会主义市场经济的道德体系 ,职业道德体系、社会公德体系和家庭美德体系 ,从而使道德与法制在内容和形式上达到高度统一 ,相辅相成 。

In order to implement and carry out the general plan for administering our country by moral education put forward by Comrade Jiang Zemin,the author advanced building a leal model of administering our country by moral education.The key to it is to establish the moral system which is adapted to socialist market oriented economy,professional moral system,social public moral system and family virtue system.The high unity of the rule virtue and the legalsystem can be achieved in content and form.They supplement and complement each other,and administer the socialist country together.
