摘要
以创新理论和系统工程理论为指导思想 ,提出我国不同地区技术创新能力应以强、一般、弱来划分 ,技术创新发展战略模式也应依次选择追赶发达国家、嫁接改造传统产业、工业化过程创新。我国各地区应联合互动、立体推进技术创新活动。
This paper,guided by the theories of innovation and system engineering,points out that China should classify the regional technologycal innovation capacities into three levels:strong,ordinary,and feebel,and different regions should orderly take the modes of catching up developed countries,reforming traditional industries and innovating industrialization process.It pushes forth that all regions should make the technology innovation activities cooperate and interact with others in China.
