加尔文既反对将政府与教会混为一谈的政教合一说,又反对将二者彻底分离的观点。加尔文认为政府与教会是两个不同的政府,各有不同的职责、权限与特点,二者是在分权基础上的一种合作关系。

John Calvin holds that the proper relationship between civil government and the church is differentiation and cooperation, rather than theocray or total separation. Civil government and the church are two governments that belong to different kindoms, each having the responsibility, power and function of its own.
