摘要
分析国外开展战略环评的成功做法,针对我国目前的情况,提出通过立法建立战略环评法定制度,完善战略环评配套的法规,以及采取其他措施推进我国战略环评工作开展的建议。
Based on the analysis of the successful strategic environmental assessment (SEA) in foreign countries, this paper suggested to establish the legal system by legislation, improve the rules for SEA and pushon SEA substantially.
