国外电力工业规制与竞争的经济学理论研究述评

A Review of the Overseas Research on the Economy of Regulation and Competition of the Electricity Supply Industry

本文以产业组织理论特别是规制经济学为背景 ,结合世界电力工业规制与竞争改革的实践 ,对国外有关电力工业规制与竞争的经济学理论和政策研究按六个具体内容进行了较系统的总结和分析。这种分析不仅理论上有利于在电力工业中形成如《电信竞争》这样的专门性应用规制经济理论 ,而且在实践上对我国甚至世界范围内的电力工业市场化改革有重要理论指导意义。

On the basis of industrial organization theory especially the economics of regulation with the combination of the reform of the regulation and competition of the electricity supply industry of the world, a systematic summary and analysis of the overseas economic theories and policies are made in six aspects concerning the concrete content. This is not only a theoretical help to the shaping of the specialized application regualtion theory such as 'Telecommunications Competition' in electricity supply industry, but also a theoretical guide to the market reform practice of electric power industry in China and even the whole world.
