摘要
曾任湖南大学校长的黄士衡教授 (1889～ 1978)是我国近代最早主张节制生育控制人口的学者之一 ,他在教育部门公共行政管理方面也有其丰富实践和突出贡献 ,主张“用人“采取人才主义”,坚持公开、公正、公平的原则“考选留学生”。
This paper excavates historical materials of all Huang Shi heng's life (1889～1978) who was ever the president of Hunan University, which by textual research, reveals that he was one of the earliest scholars advocating birth and population control in China in 20th century, and discusses his rich experience of practices and prominent achievement in public administration when he worked in educational field.
