A Strategic Study 0n Quickening the Economic Development of the Western Ethnic Region in Hunan Province

面临入世的机遇与挑战 ,湖南西部民族地区应选择新的发展战略思路 ,重点应实施绿色生态产业创新战略、区域经济主体民营化战略、特色产业创新战略、加快城镇化与农村人口非农化战略、新一轮开放带动战略。实施新的发展战略的主要对策有 :有效地利用政策资源 ,造、输血相结合努力增强造血功能 ;实施全民素质教育与人才工程 ;加大体制改革创新 ,提供新发展的体制平台 ;加大基础设施建设 ,构筑供新一轮大发展的基础设施平台。

Facing opportunities of the entry of WTO, the western ethnic region in Hunan must probe a new strategic trace of thought on the economic development. The emphases are as follows: the innovation project of green ecologic enterprises, the project that the local people privately run the main body of the regional economy, the innovation project of the enterprises with distinctive features, the project of the development of towns and cities and the adjustment of rural population, the policy of the new opening to the outside world to drive the economy, and so on.
