段祺瑞以“执政”的名义重新上台后，为使其政权合法化， 召开了“善后会议”。但是，在会议召开期间，河南又爆发了国民军系胡景翼与镇嵩军憨玉 琨的战争。该战争是段祺瑞一手造就而成，但又严重影响了会议的进程，从而给执政府本 身以沉重打击，并对北方政局产生了重大影响。

：Duan Qi-rui came into power again as “Zhi Zheng” .In order to make his goverme nt legalized, he convened the “Shanhou Conference”. During the conference, ho w ever, a war broke out between Hu Jing-yi of Guo Min-jun family and Han Yu-kun of Zhen Song-jun family in Henan province. The war , which was caused by Duan Qi- r ui himself, exerted a tremendous influence on the meeting process, and it not on ly struck the Duan-Goverment heavily, but also affected the northern political situation greatly.
