加入WTO对我国财政运行模式、财政收支变化趋势和财税管理既带来了积极影响，也造 成了较大的压力。面对机遇与挑战，我们必须在充分认识WTO各项规则的基础上，努力抓住 有利条件，并采取有效应对措施，克服其不利影响，力争使入世成为优化我国财政运行质量 和环境的转折点。既要努力开辟财源，积极拓宽财政投融资渠道，增强入世后社会经济发展 对公共财力需求增长的保障能力，又要优化国债市场环境，强化涉外税收管理，提高财税管 理干部队伍的素质，防范入世对财政运行产生的风险。

：With China becoming a normal member of WTO, the pub lic finance of the count ry will be influenced in its performing model, revenue, expenditure and manageme nt in various degrees. We must study WTO's regulations in order to try our best to cope with the new challenges and take advantage of all beneficial condi tions. We need to widen the revenue ways and strengthen the fiscal capacity to m eet the demands after entering WTO. We must optimize the environment o f state-debt market, strengthen management of tax-collection involving foreign b usinesses, promote the level of administration of public finance and tax to guar d against the fiscal risk.
