The international concern over the quality of higher education has led to the transplantation and employment of the overall quality control theory in higher education. The concept and procedures of the overall quality control theory have some valuable revelation towards the construction of the quality guarantee system at institutions of higher learning. In constructing the system, all staff should be educated on quality, systematic quality information be integrated, filed quality standards be set up, and standardized quality responsibility be established.
