According to the undeveloped situation of economy,history development,special weather and geographical conditions in Northen Shaanxi,to develop grass industry is the reasonable choice.In the development of China′s west and the beautiful landscape construction,we should focus on the market in onder to give full play to the local potential superiority.On the one hand,we should make the focal points of work stand out,rely on benefit driving,government guiding,science and technology pushing,to form and improve grass industy bases.On the other hand,we should keep mechanism inovation,deepen property right system reform of grass land,try new ways of management,establish differential investment mechanism and service system of grass industy.We should try to achieve“doubte-benefit”of ecology effect and economic profit in Northen Shaanxi.
