摘要
阐述了科技人才的基本素质和群体功能 ,重点论述了科技人才和科研成果之间的关系 。
Talents are key to promote the progress of science and technology. This paper deals with the basic quality and colony function of qualified scientists and technicians, in which, the relationship between the qualified scientists and technicians and the scientific achievements is emphasized, meanwhile the training and using of qualified scientists and technicians are analyzed.
