改革目标管理责任制考核办法的思考与实践——综合改革试点潍坊市的报告

沿用多年的人口目标管理责任考核体系,因在实践中存有种种问题,已不能完全适应目前我国稳定低生育水平新形势的需要。潍坊市把该考核体系改革列为计划生育工作综合改革的内容,对改革考核工作应坚持的指导思想、方向和原则进行了认真的思考,对建立“三制”考核办法进行探索,并取得初步成效。

And the city has not only had careful reflections over the guidance, orientation and principle of the reform, but also probed into a new assessment system. And they have attained the primary effect in the meantime.
