试论新世纪我国高教行政生态平衡框架的构建

On the Construction of Ecological Equilibrium Patterns in Chinese Higher Education Administration System in the New Century

高等教育改革的关键是管理体制的改革,而这项改革是一个系统工程,它包括办学体制、投资体制、领导体制及校内管理体制等多层面的制度安排。高教管理体制的改革是在社会经济发展的过程中不断完善的过程。该文从教育学、行政管理学和生态学3个学科的交叉点着眼,运用行政管理学、生态学的理论及生态平衡的原理和比较分析的研究方法,就市场经济条件下如何构建高教行政生态平衡的理论框架提出了构想。

The key of the higher education reform is the reform of management system, which is a systematic project. It includes multi-level system arrangement, such as the school-founding system, investment system, leadership system, and intra-school operational system, etc. The innovation of management system in higher education is also a continuous consummation process along with the development of social economy. From the multi-disciplinary perspective, i. e. education, administration management and ecology, this paper uses the theory of administration management and ecology, the ecological equilibrium principle and the research methods of comparatively analysis. The authors put forward a blueprint about how to design the theoretic framework on the construction of ecological equilibrium of higher education administration system upon the condition of market economy.
