The author indi cates that this is the primary reason that science and technology progress slowly in Chin a. Science and technology are both endogenesied from the market. The science and tec hnology administer system must be based on the market and property right exchang ing .For impelling development of science and technology, it is important to solve t he problem of arrangement of property right for science and technology innovatio n's human capital in corporation, and to change the mode of administration of government in science and technology.
