摘要
普遍服务制度是保障国家电信服务普遍供应的重要制度 ,其含义随社会的发展而不断丰富。随着全球电信自由化协议于 1997年 2月 15日达成 ,电信服务贸易自由化与普遍服务制度的协调将越来越成为世界诸国尤其是发展中国家的关注焦点 ,为此对电信普遍服务制度特别是美国的立法作了一定探析 。
The universal service system is important in that it ensures the provision of universal telecomm,service within the nation, and what it contains is to be broadened with the development of society. On Feb.15, 1997 the Global Telecommunications Liberalization Agreement was reached. As a result, the coordination of telecomm. Service trade liberalization and universal service system has become the major concern of the world, in particular the developing countries. This paper makes a study of universal telecomm,service system and its legalization in the USA, which might be of help to the lawmaking of China that concerns telecomm,services.
