行政首长负责制的更新与发展

Renewal & Development of Chief Executive Responsibility System

我国已经加入WTO ,WTO的许多制度不仅对政府的决策、管理行为提出了挑战 ,而且对行政机关的领导体制提出了更高的要求。我国现行的行政首长负责制 ,存在含义不清、责任不明的问题 ,致使这一行政领导体制并未充分发挥其应有的效能。针对上述问题和要求 ,笔者建议把行政首长负责制更名为行政首长制 ,并用具体的法律规范明确行政首长的职权和责任 ,从而满足我国政治。

Since we are a member of the WTO,the rules and regulations of the WTO are not only a challenge to the government's policies and administration,but also a higher demand to the leading system of administrative organs.The existing responsibility system of chief executive in China is so ambiguous that the leading system can not play its full part.Aiming at the problems and demand,this writer puts forth the suggestion of changing the responsibility system of chief exectutive into the system of chief executive system and regularizing the chief exective's power and duties,thus satisfying China's political and economic development.
