我国解决“三农”问题的制度障碍与对策

The institutional obstacle of and solution to problems on agriculture, countryside and peasant

本文在分析我国“三农”问题的现状与制度障碍的基础上 ,提出要有效解决“三农”问题 ,必须从国民经济持续、稳定、健康发展的高度 ,积极推进制度创新 ,加快农村经济结构调整 ,大力发展农业产业化经营 ,加快农业基础设施建设 ,积极稳妥地推进农村税费改革 ,推进小城镇内涵式发展 。

Basing on the analyses of current situation of agriculture, countryside and peasant, the thesis proposes that in order to solve the problem effectively, we should advance institutional innovation actively,promote the rural structural readjustment, develop industrialization of agricultural management concurrently, accelerate the construction of agricultural infrastructure and the reform of grain system synchronously, and futher the reform of rural taxation and speed up the development of small towns. All these policies should comply with lasting, steady and healthy development of national economy.
