中国共产党执政规律探析

On the CPC's Pattern of Being in Power

以江泽民同志为核心的第三代领导集体把共产党执政的规律、社会主义建设的规律、人类社会发展的规律 ,放在同等重要的地位来认识。中国社会正处于转型时期 ,党执政的条件、背景、内涵、方式、机制都将会出现调整和变化。这就需要进一步探索新时期执政党的执政规律 ,以创新执政理论和执政方式。执政的一般规律主要是 ,权力监督及制约规律 ;人民至上及授权的规律。执政的特殊规律主要是 ,一党执政的规律 ;执政党与国家政权一体化程度较高的规律。对于执政规律的研究不能忽略不同性质的执政党之间也必须遵循执政的一般规律的要求。认识和把握新时期的执政规律 ,既要从中国的国情出发 ,更要将其置于世界大背景之中 ,借鉴西方发达国家执政治国的先进经验和有益成果 ,这样才能高起点地提高执政水平。

The third generation leading collective,with Jiang Zeming as the core,has been putting the Communist Party's pattern of being in power on the same position as that of the law of socialist construction and the developmetn of human society.The patterns of supervising and restricting the power and that of ensuring the citizens to be supreme and empower are general ones,while the patterns under which one party is in power and the high degree of the merging of the party in power and the statepower into an organic whole are specific.That the parties in power with different characters must follow the general patterns should not be neglected when we research the subject.To grasp the patterns of being in power in the new period,we must take Chinese national conditions as the starting point,but futhermore,we must put it into the great world backgrounds,using the advanced experiences of the western developed countries' being in power and administering a country for reference.Only in this way can the quality of being in power be improved from a high starting point.
