Viewing from the super-structural attribute of higher education and that the teachers are the main power influencing the students ideological and political qualities and that their needs to care the current affairs and participate actively in political activity should be met, as well as the ideological unification in emancipating the mind, the proposition that the Party Committee of higher school must lay high emphasis on the teachers` political study and ideological education is demonstrated.
