人民代表素质问题探讨——兼谈《选举法》、《组织法》的修改

A Probe into the Qualifications of People`s Delegates

该文围绕人民代表素质问题 ,说明其内涵和重要性 ,从法律制度和实际状况分析其存在的问题 ,并就修改和完善《选举法》、《组织法》提出了减少代表数量、明确规定人民代表的责任和权利、明确界定人民代表的素质、保证人民代表工作时间并允许多样工作方式、组织人民代表学习。

Regarding the problems about the qualification of people`s delegates, the connotation and the significance are explained, and the existing problems are analyzed in light of legal system and factual situation. Concerning the modification and perfection of Electoral Law and Organizational Law, it is proposed that the number of delegates be decreased, the duties and rights of people`s delegates exactly stipulated and their qualification determined, the working time guaranteed and diverse working methods allowed, the delegate`s study organized and the supervision on them strengthened.
