宋代的“益俸”政策及反思

Review of the Policy "High Salary to Government Officials" in Song Dynasty

“高薪养廉”为宋代首创 ,也是宋朝的一项国策。给予官吏厚俸是为了促其廉政 ,然而得到的却是不廉的事实。本文通过对宋代实行“厚奉养廉”政策做了简略考察 ,认为“高薪养廉”是一个历史性误区 ,利用经济手段是难以促进廉政建设的 ;此外 ,宋代是一个理学盛行的朝代 ,在人情大于法理的社会思潮影响下 ,往往“立法之制严 ,而用法之情恕” ,使得腐败现象不仅未能遏制 ,反而更为猖獗。

In Song Dynasty,it is a national policy to give government officials high salary.It was taken for granted that the high salary should prevent corruption,but in fact the result was the reverse.The author concludes that it is a misconception that high salary can prevent corruption and the monetary reward doesn't consequently lead to incorruptibility.
