This paper illustrates measures on project cost control during the preparation of highway con-struction, e.g. improving the quality of survey and design, controlling the cost of land acquisition & reset-tlement, setting the price of local supplied material and selecting the suitable contract version, which may greatly help to realize the target of cost control.
