西部大开发与三线建设比较研究

三线建设为西部大开发奠定了基础 ,但西部大开发绝不是三线建设的简单延伸或重复。西部大开发在开发背景、开发体制、开发内容、开发布局等多方面都存在与三线建设时期不同的特点。要真正实现西部大开发的目的 ,必须始终坚持市场调节与政府干预相结合、西部开发与可持续发展相结合、西部开发与资源的合理利用相结合、西部开发与地方经济特点相结合、西部开发与少数民族地区科教的发展相结合。
