Theoretic Reflections on How to Extend the Growth Pole of Economy for Inner Mongolia in West Development

西部大开发中如何选择和培育经济发展“增长极”是我区在 2 1世纪实现经济和社会发展目标的重大课题。增长极理论强调区域经济的不平衡发展 ,把有限的稀缺资源集中投入到具有创新能力、发展潜力大、规模经济和投资效益明显的少数产业、企业或区位 ,形成聚集经济和规模经济并通过市场传导媒介力量带动相邻地区共同发展。在新环境下选择和培育我区经济增长极必须提倡以创新、活力、潜力、效益为特色的产业和区域发展思路。利用资本市场来培育增长极、克服增长极形成过程中的问题是一个良好的选择。

How to choose and develop economic 'growth pole' while developing the western provinces is an important issue in realizing our regional economic and social development in the 21 century. The growth pole theory emphasizes on unbalance development of regional economy. It advocates putting limited rare resources into industry, enterprise or region has capacity of innovation, developing potential, economic scale and high investmental return, to form assembled and scaled economy. As the result the economy of neighbor region will be enhanced by the market power. In new circumstances, idea of developing innovative, active, potential and beneficial featured industry and region should be advocated when choosing and developing our regional economic growth pole. It will be a better choice which we develop economic growth pole and overcome the problems in forming it through the capital market.
